DUBLIN, Ohio Its already been a tough week for the USGA following a scathing story in Golf Digest that criticized the association, but on Thursday following his round at the Memorial, Phil Mickelson didnt have any interest in pulling his punches.I've played, what, 29 U.S. Opens. One hundred percent of time they have messed it up if it doesn't rain, Mickelson said. The rain is the governor. That's the only governor they have.
